Who Runs The Health Care Stabilization Fund?

Until 1995 the Health Care Stabilization Fund was administered by the Insurance Commissioner. The Commissioner did receive some assistance from the Fund Board of Governors that was created by the legislature in 1984. In 1995 the Fund Board of Governors took over all administrative responsibilities of operating the Fund.

All ten members of the Board of Governors are representatives of the defined health care providers who participate in the Fund. The "administration" page of this web site lists the members of the Board.

Day to day operations of the Fund are carried out by fifteen Fund employees. Supervision of these employees is within the authority of the Board.

Because the Fund is a state agency, the fiscal operation of the Fund is subject to the state's accounting and budget procedures.

In addition to the Board there is a special legislative oversight committee which meets once a year to review the operation of the Fund.

Questions regarding the operation of the Fund may be addressed to the Chairperson of the Board or the Executive Director of the Fund.
